Any final decision with the appeals board granting or denying a petition for reconsideration or affirming, rescinding, altering, or amending the first results, order, or choice following reconsideration shall be made by the appeals board instead of by a Listening to officer and shall be in producing, signed by a bulk with the appeals board members
